BetterViewer is a free extension for Chrome that allows you to replace the default Chrome image viewer with an advanced one that provides all the drawing and editing tools. Install the extension from the link below the post and the default viewer in Chrome will be automatically replaced. When you open any image in a separate tab, the drawing and editing tools will appear at the bottom, with the ability to move the image within the display area to any location.
